Close to 1,000 NREGA workers and other rural labourers converged to Birsa Chowk from 12 districts of Jharkhand today and sat on dharna to protest against repeated attacks on their right to food and right to work. The event was jointly organised by Right to Food Campaign Jharkhand and NREGA Watch.
The dharna was prompted by a series of recent starvation deaths in Jharkhand. The starvation deaths epitomise the hardships that millions of people endure when it comes to securing their rights under NREGA and the public distribution system.
Many NREGA workers at the dharna spoke about the problems they are facing. More than 10 years after the Act came into force, they still have to fight at every step to get work, to be paid on time, and for higher wages. For instance, delays in wage payments continue, and payment problems, if anything, have increased after Aadhaar-based payments were introduced. Vilas Singh from Barwadih, for instance, is still struggling to get his wages, months after working on NREGA. Initially he was told that his account had been closed. He then went through a long process of KYC update and Aadhaar authentication, but the payment system is still returning an “invalid Aadhaar†error message.
Further, the government is paying only a fraction of the compensation due to NREGA workers for delays in payments. Rajendran Narayanan from Azim Premji University explained how, based on a detailed analysis of NREGA payments, he and his colleagues had found that Rs 1,200 crores of compensation money was due to workers. Of this, the government admits only Rs 519 crores, and just Rs 30 crores have actually been paid.
The government’s failure to raise NREGA wages is another injustice done to NREGA workers. In Jharkhand, the NREGA wage rate was raised (from Rs 162 per day) by five rupees last year, and just one rupee this year!
The audience heard similar grim tales about the public distribution system. Common complaints include cancellation of ration cards due to failed Aadhaar linkage, missing names on the ration card, biometric failures, and katauti (cuts) by corrupt dealers. Manikchand, from a particularly vulnerable tribal group (PVTG) in Garhwa, explained that even PVTG families in Jharkhand are often deprived of PDS rations as the new ‘dakiya system’ of direct delivery to their homes routinely fails.
The PDS in Jharkhand, already weakened by compulsory biometric authentication, is in danger of being further undermined by a transition to cash transfers. Akash Ranjan and Afzal Anis reported the findings of a quick investigation of the DBT system recently introduced in Nagri block of Ranchi district. Poor people in Nagri are running from pillar to post, trying to extract cash from the bank (often without knowing which account the money has been sent to) so that they can buy their food rations at Rs 32 per kg – instead of Re 1/kg in the earlier system – from the ration shop. The speakers warned against the imminent extension of this counter-productive system to other parts of Jharkhand.
There was also much discussion of the recent starvation deaths. Taramani Sahu, the courageous woman who drew attention to the starvation death of an 11-year old girl (Santoshi Kumari) in Simdega, gave a detailed account of the facts. From 20 August 2017 onwards, she had tried to help Santoshi’s family to get a new ration card, after the old ration card was cancelled for lack of Aadhaar linking. (On 27 March 2017, the Chief Secretary of Jharkhand ordered mass cancellation of ration cards not linked with Aadhaar.) But Santoshi died, after going for 8 days without food, before a new ration card was issued. Since then, Taramani has been continuously harassed by the Jharkhand government. In this and all other recent cases of starvation death, the government is refusing to accept the facts and hounding the victims.
The first part of the dharna culminated in a spirited ‘thali bajao’ session, by way of protest against these and other violations of people’s right to food and right to work.

नरेगा मज़दूरों ने मांगे अपने अधिकार

आज बिरसा चौक पर राजॠय के 12 जिलों से आठलगà¤à¤— 1,000 नरेगा व अनॠय मज़दूरों ने उनके रोज़ी-रोटी के अधिकारों के लगातार हनन के विरॠदॠध धरना दिया. यह धरना à¤à¥‹à¤œà¤¨ का अधिकार अà¤à¤¿à¤¯à¤¾à¤¨ व नरेगा वॉच दॠवारा संयॠकॠत रूप से आयोजित किया गया था.
पिछले कॠछ महीनों में ठारखंड में à¤à¥‚ख से कई मौतें हॠई हैं. ये मौतें करोड़ों लोगों को अपने नरेगा और जन वितरण पॠरणाली के अधिकारों को पाने में आने वाली परेशानियों के पॠरतीक हैं.
धरने में उपसॠथित कई मज़दूरों ने उनको होने वाली कठिनाइयों के बारे में बात रखी. इस कानून को पारित होने के 10 वरॠषों बाद à¤à¥€ मज़दूरों को हर कदम पर संघरॠष मरना पड़ता है – चाहे समय पर काम पाने के लिठ, समय पर à¤à¥ गतान के लिठया फिर मज़दूरी दर बॠाने के लिठ. उदाहरण के लिठ, मज़दूरी à¤à¥ गतान में विलमॠब अà¤à¥€ à¤à¥€ जारी हैं, बलॠकि à¤à¥ गतान को आधार से जोड़ने के बाद तो विलमॠब बॠगठहैं. बरवाडीह से आठविलास सिंह को काम करने के कई महीनों बाद तक à¤à¥€ अपनी मज़दूरी नहीं मिली है. पहले उनॠहें बोला गया था कि उनका खाता बंद हो गया है. फिर जब उनॠहोंने KYC की पॠरकॠरिया कि लिठअपना आधार नंबर व अनॠय जानकारी दी, तो उनॠहें सनॠदेश आया कि उनका आधार “अवैदॠय†(invalid) है.
और तो और, सरकार मज़दूरी à¤à¥ गतान में हो रहे विलमॠब के लिठदेय मॠआवज़े के ठक बहॠत छोटे अंश का ही à¤à¥ गतान कर रही है. अज़ीम पॠरेमजी के राजेंदॠरन नारायणन ने बताया कि उनके दॠवारा किठगठठक शोध में यह पता चला कि हालांकि 1,200 करोड़ रॠपये का मॠआवजा देय था, सरकार के अनॠसार मज़दूरों को मॠआवज़े के रूप में केवल 519 करोड़ रॠपये ही मिलना था, जिसमें से वासॠतव में केवल 30 करोड़ रॠपये का ही à¤à¥ गतान हॠआ है.
नरेगा मज़दूरी का कम दर à¤à¥€ मज़दूरों के शोषण का ठक सॠतॠरोत है. पिछले वरॠष ठारखंड की नरेगा मज़दूरी केवल पांच रॠपये ही बॠी थी (162 रॠपये से), और इस वरॠष केवल 1 रॠपये!
धरने में उपसॠथित लोगों ने जन वितरण पॠरणाली की दयनीय सॠथिति के बारे में à¤à¥€ सॠना. आधार से जॠड़ा न होने के कारण राशन कारॠड रदॠद हो जाना, राशन कारॠड में परिवार के कॠछ सदसॠयों के नाम न होना, POS मशीन दॠवारा उठगलियों के निशान न पहचाने जाना, à¤à¥ रषॠट डीलरों दॠवारा अनाज में कटौती करना जन वितरण पॠरणाली की कॠछ आम समसॠयाठं हैं. गॠवा के मानिकचंद कोरवा ने बताया कि हालाकि आदिम जनजाति परिवारों को ‘डाकिया योजना’ के तहत अपने घर तक राशान मिलना है, वे इस सॠविधा से वंचित हैं और उनॠहें नियमित रूप से पूरा अनाज नहीं मिलता.
ठारखंड की जन वितरण पॠरणाली, जो आधार के कारण पहले से ही काफी कमज़ोर है, अब नकद हसॠतांतरण से और खतरे में है. अफज़ल अनीस और आकाश रंजन ने रांची ज़िले के नगडी पॠरखंड में शॠरू हॠठनकद हसॠतांतरण के पायलेट की जांच के निशॠकरॠण रखें. उनॠहोंने बताया कि गरीब परिवारों को बैंक से राशि निकालकर 32 रॠपये पॠरति किलो के दर से राशन खरीदने में कई समसॠयाठं हो रही हैं. कई बार परिवारों को पता नहीं चलता कि पैसा उनके किस खाते में गया है. उनॠहोंने यह à¤à¥€ कहा कि इस जन-विरोधी नीति का राजॠय के बाकी कॠषेतॠरों में विसॠतार का à¤à¥€ खतरा है.
हाल में हॠई à¤à¥‚ख से मौतों पर à¤à¥€ काफ़ी चरॠचा हॠई. तारामनी साहू, जिनॠहोंने सिमडेगा में 11-वरॠषीय लड़की (संतोषी कॠमारी) की à¤à¥‚ख से हॠई मृतॠयॠपर लोगों का धॠयान आकरॠषित किया, ने इस घटना के तथॠयों को लोगों के समकॠष रखा. 20 अगसॠत 2017 से वे संतोषी के परिवार को ठक नया राशन कारॠड दिलवाने का पॠरयास कर रही थी, कॠयोंकि परिवार का पॠराना राशन कारॠड आधार-सीडिंग न होने के कारण रदॠद हो गया था. (27 मारॠच 2017 को ठारखंड के मॠखॠय सचिव ने आधार से न जॠड़े सब राशन कारॠडों को रदॠद करने का आदेश दिया था.) पर संतोषी राशन के अà¤à¤¾à¤µ में आठदिन à¤à¥‚खी रही. तब से, तारामनी और संतोषी की मां को ठारखंड सरकार दॠवारा लगातार पॠरताड़ित किया जा रहा है. इस मामले, और बाकी à¤à¥‚ख से हॠई मौतों में सरकार ततॠथॠयों को मानने के लिठराजी नहीं है और उलॠटा à¤à¥‚ख के शिकार हॠठपरिवारों को परेशान कर रही है.
धरने का पहला चरण लोगों के à¤à¥‹à¤œà¤¨, रोज़गार व अनॠय अधिकारों के उलंघन के विरॠदॠध हॠठथाली बजाओ कारॠयकॠरम से संपनॠन हॠआ.
